
The City of Stillwater Municipal Court is the Judicial Branch of the City Government. The function of this court is to adjudicate all traffic, non-traffic, and parking violations of city ordinances. The court is presided over by the Honorable Judge Tanya C. Raun and administered by the Municipal Court Division. The Municipal Court Division maintains all court records, ensures the orderly conduct of court sessions, and accounts for all fiscal matters involving the Municipal Court System. The City of Stillwater is a court of non-record.

Parking tickets may be paid by placing the amount indicated in the ticket envelope and dropping it in one of the courtesy drop boxes located around the city, or by placing a stamp on the pre-addressed parking envelope and sending it through the U.S. Mail. You may also pay your parking ticket in person at the Municipal Court Office, located inside the Municipal Building at 723 S. Lewis, Stillwater.
Individuals who wish to contest a parking citation may request a court date by contacting the Municipal Court Office.
Why are warrants issued?
Parking Warrant – A parking warrant is issued for a vehicle that has unpaid parking tickets. Therefore any vehicle, parked illegally on a city street, may be impounded and held until: all unpaid tickets for that vehicle are paid, all state requirements are current and up-to-date (i.e. license and insurance), the owner has obtained a vehicle release slip from the police department records window located inside the Stillwater Police Department, 723 S. Lewis, Stillwater, OK.
Arrest Warrant – Arrest warrants are issued for individuals who have failed to pay traffic or criminal tickets (by the arraignment date provided on the ticket by the officer at the time of issuance) or who have failed to comply with a Court Order. Arrest warrants are issued to the individual in question, and are served by law enforcement officers and the individual is held in custody (jail) until: the Judge releases them, the individual pays all fines, or the individual bonds out by a licensed bondsman.
If I don’t want to contest a ticket, how soon do I have to pay it? Do I have to pay it all at once? How can I pay the ticket?
An uncontested ticket may be cleared by a plea of Guilty or No Contest, and paying the fine in full prior to the Arraignment date set by the officer at the time the ticket was issued. All tickets may be paid in the Municipal Court Office, located inside the City of Stillwater Municipal Building, 723 S. Lewis, Stillwater, Oklahoma, Monday – Friday, 8:00 AM – 5:00 PM. After office hours, tickets can be paid by depositing them in a “drop box” (located throughout the city). Tickets can be paid with cash, by check (with proper identification), or by VISA, MASTERCARD, DISCOVER, or AMERICAN EXPRESS. If a defendant does not want to contest a ticket, but cannot pay the fine prior to the Arraignment date, they may appear in court on the assigned day and request an extension from the Judge.
What do I do if I want to contest a ticket?
Any defendant who wants to plead NOT GUILTY and have a trial must appear on their Arraignment date, at the appointed time, and request the matter be set for trial. The arraignment date is the date provided by the officer on the citation.
What are the policies for attending Municipal Court?
The City Judge should be addressed as Judge Raun or your Honor. Municipal Court has an informal dress code, as long as the attire is in good taste. Halter tops and short shorts are not permitted in the court room. Hats should be removed within the courtroom. All cellular phones must be turned off before entering the court room.
