Employee Assistance Program

The City of Stillwater has several resources available through our Employee Assistance Program (EAP).


In-Person

Kara Niccum, M.S., LMFTLADC is a Licensed Marriage and Family Therapist and a Licensed Alcohol and Drug Counselor.

  • She received her M.S. in marriage and family therapy in 2007 and her B.A. in psychology in 2003. Kara has work experience in both in-patient and outpatient alcohol and drug treatment facilities (Tulsa Women & Children’s Center and presently at Oklahoma State University’s Alcohol and Substance Abuse Center).

  • In addition, she has work experience in an outpatient marriage and family therapy clinic and in the field of domestic violence (The Center for Family Services and Stillwater Domestic Violence Services). She is knowledgeable in treating individuals, couples, and families with a range of difficulties including, substance use disorders, mental illness (i.e. anxiety and depression), stress, couple and family conflict, parent-child strain, trauma, and grief.

  • Kara believes that the most effective therapeutic treatment is collaborative, time-limited, and aimed at alleviating the presenting problem. As a City of Stillwater employee you are eligible for six sessions per calendar year.

Melissa Oliver, M.S., LMFT is a licensed Family and Marital Therapist.

  • She is a graduate of Oklahoma State University's Marriage and Family Therapy program. She has been practicing therapy since 2010. She became a Licensed Marital and Family Therapist in 2013. She is trained to work with individuals, couples and families. She's worked extensively with children and survivors of trauma.
  • Melissa is nationally certified in Trauma-Focused Cognitive Behavioral Therapy. Melissa has received training in Emotionally Focused Couples Therapy. She has taught undergraduate and graduate courses at Oklahoma State University in child development. Melissa is a state approved supervisor for LMFT candidates. She is also an AAMFT approved supervisor.
  • As a City of Stillwater employee you are eligible for six sessions per calendar year.

The Hartford's Ability Assist Counseling Services is a confidential service that helps City employees and their families balance the demands of work, life and personal issues.  

  • They offer support and resources for everyday issues like job pressures, relationships and retirement planning to highly impactful issues like grief, loss or a disability. The City of Stillwater EAP provides 24 hours a day, 7 days a week assistance either by phone or online. If it's not convenient to call, you can find resources and self-help tools by visiting www.guidanceresources.com.
  • There is no charge to you or your family for using the service, and there’s no limit to the number of times you can call or login. If you choose to use any referrals to additional resources, their charges, if any, would be your responsibility.
  • Ability Assist is available to you and anyone in your household. Our program offers unlimited telephonic consultations for you and each household member per calendar year with a licensed clinician.
