The City of Stillwater and Stillwater Utilities Authority is replacing and upsizing aging sewer lines and rehabilitating approximately 85 manholes throughout the City.
The 9,700 feet of sewer line replacement will be in the West College Addition neighborhood, located west of Jefferson Street and south of University Avenue. In addition, the sewer crossing near Eyler Ln will be replaced. The aging sewer lines have been subject to frequent repairs and surcharges. Phase 1 of the replacement project in the West College area was completed in 2013.
This project will restore the structural and operational integrity of the sanitary sewers and manholes.
November 19, 2018: SUA approved execution of the Professional Services Agreement with RJN and authorized expenditures.
March 29, 2019: Preliminary design report submitted by Engineer and currently being reviewed by City staff.
June 4, 2019: Preliminary design report and survey to be finalized by Engineer.
September 20, 2019: RJN submitted the final preliminary design report and staff held a meeting to review the proposed alternatives.
October 30, 2019: RJN to begin the preliminary design phase.
January 22, 2020: 65% design drawings for the West College, Duck Addition and Eyler sewer lines are expected to be received end of January, along with recommendations on manhole rehabilitation methods.
February 12, 2020: Staff are currently reviewing the 65% design drawings and manhole rehabilitation recommendations submitted by RJN.
April 24, 2020: RJN is preparing an amendment for easement acquisition services ahead of starting final design.
June 24, 2020: Staff continue to look closely at the proposed sewer alignment and easement needs for the project.
October 21, 2020: Staff continue to assess easement needs for the project.
January 4, 2021: RJN is progressing with final design.
April 13, 2021: Staff are working to schedule a public meeting for affected property owners and residents in the project area.
April 19, 2021: The SUA authorized Amendment #1 to the Professional Services Agreement with RJN for additional design work on a sewer line south of the project area between 10th and 12th Avenues.
May 19, 2021: A neighborhood meeting was held May 18th at the Community Center at 6:00pm.
May 27, 2021: Staff are currently reviewing the Market Analysis Report and Payne County assessed land value data to determine costs for permanent and temporary construction easements needed.
July 8, 2021: RJN continues to work on 90% design plans while Keystone Engineering progresses with easement documents and survey exhibits.
August 12, 2021: RJN continues to work on 90% design plans while staff prepare for the easement acquisition phase of the project.
September 14, 2021: RJN is visiting the project areas and collecting additional survey around Eyler Ln.
December 1, 2021: Staff are currently reviewing the 90% design plans.
January 10, 2022: Staff are preparing offer packets to acquire new easements.
