Stormwater Utility Management

In 1997, the City of Stillwater passed Resolution No. CC-97-18, which created a Stormwater Utility Fee. This fee is assessed on monthly utility bills and the funds collected support public stormwater management. (Visit Utilties Customer Service for more information about your utility bill.)

Residential customers pay a flat rate of $1/month.

Non-residential customers pay between $5 and $55 per month. Specific rates are based on the amount of impervious surface for the property. To calculate the appropriate rate, the total number of impervious area (in square feet) is divided by 5,000 to generate a number.  This number is the number of equivalent residential units (ERUs) – essentially, it is how many single family homes would equate to the business. The number of ERUs is then compared to the fee schedule, below, to determine the rate to be charged.
