The City of Stillwater operates under a council-manager system. In this form of government, an elected city council is responsible for making policy, passing ordinances and approving the city’s budget. The council appoints a city manager who implements the policies adopted by the council. Citizens are encouraged to be an active participant in local government.

Meeting Schedule
Council generally meets the first, third and fourth Mondays of the month in the Council Room at the Stillwater Municipal
Building, 723 S. Lewis, at 5:30 p.m. The meeting on the fourth Monday is often a work session when information is
presented by staff and discussed with no official action by the council. Most meetings are broadcast live on the
Stillwater government access channel (Suddenlink channel 23).
Citizen Participation
At council meetings, residents and other interested parties are entitled to speak on agenda items. The public may also address
the mayor and city council regarding matters over which the council has control that are not listed on the agenda.

The agendas and minutes listed on this web site are provided as a service to our citizens. The official posting of the
agendas is located at the Stillwater Municipal Building (723 S. Lewis Street). Official Council minutes are kept in the
office of the City Clerk is located at Stillwater Municipal Building.

The City of Stillwater encourages citizen participation on the boards and committees that provide guidance for our City.

Municipal Elections
According to Charter of the City of Stillwater, part 1, article vi, filing for elections occurs the first
Monday through Wednesday in February. Primaries are the first Tuesday in March, and general elections occur
