Notes from the City Manager: Helping our neighbors in need with lawn care
Summer is a great time for outdoor fun, vacations and family time, but it also means caring for lawns and gardens. And for some of our neighbors, summertime yard work is more than they can handle.
As many of you know, the City relies on property owners to mow grass and weeds to the edge of the street or alley next to their property. While the response over the last two summers has been great, there are still areas that could use some improvement.

'Summer @ Your Library' 2012 programs for children and teens announced
This summer, dreams come alive as children and teens celebrate the night during the Stillwater Public Library’s summer reading program. “Summer @ Your Library” will offer free movies, weekly programs, and a Reading Club. Registration for the free program begins Thursday, May 17.
“Research has shown that children maintain or improve their reading skills if they participate in some kind of summer reading program,” said library director Lynda Reynolds. “The library’s program is a free and fun way to get your children to incorporate reading into their busy summer. The program is also a great way for entire families to spend time together.”

Mark your calendars: Lake McMurtry Youth Fishing Tournament June 2
City of Stillwater will be hosting the Lake McMurtry Youth Fishing Tournament on Saturday, June 2.
According to Beth Dyck, Lake McMurtry supervisor, “I look forward to seeing kids enjoy a day outdoors."
Registration will take place from 7 to 8 a.m. at the Lake McMurtry Convenience Store and Bait Shop West. The cost is $6 for the Lake McMurtry Daily Fee.

In the News: Stillwaggin' Dog Park to open later this month
By Ricky O'Bannon robannon@stwnewspress.comSTILLWATER, Okla. — Stillwater dog owners will have a new place to take their pets later this month when the Stillwaggin’ Dog Park opens.
The park is a joint venture by Oklahoma State University, OSU’s Student Government Association and Stillwater’s Rotary clubs and will be built on land donated by the city of Stillwater.

‘Stillwater Recycles’: City begins a pilot curbside recycling program

The City of Stillwater has invited about 3,000 homes to be part of pilot curbside recycling program to test the feasibility of a single-stream collection system for mixed recyclables. This will be integrated into the existing once-per-week trash pickup.
The data and feedback gathered during the pilot program will be used to define the possible expansion of the program citywide.
While the City is not requiring participation in the curbside pilot program, the benefits of recycling will benefit the community as a whole. Waste Management Director David Higgins explained, “By recycling, we reduce the amount of waste that we pay to go into the landfill that benefits ratepayers.”

Clean up special: OSU Student Move Out to be held May 1 to June 25
As student move out of houses and apartment for the summer, the City of Stillwater is here to help.The OSU Student Move-Out will be held Tuesday, May 1 through Monday, June 25. Students with a valid OSU Student I.D. may drop off unwanted items at the City of Stillwater Convenience Collection Center, 807 S. Perkins Road.
The Convenience Collection Center will accept drop-offs (furniture, appliances, mattresses, computer, televisions, stereos) free of charge.
The City of Stillwater has also joined forces with OSU Greek Life to offer convenient furniture and mattress disposal for fraternities and sororities. Two roll-off containers provided for free drop-off will be located at 3rd Avenue and Jefferson Street and at 3rd Avenue and Lincoln Street for convenient disposal.
Fraternity and sorority members may place unwanted furniture items and mattresses in the containers from Monday, April 30 to Monday, May 14.

Occupancy restrictions in Westwood Neighborhood
With the end of the current OSU academic year and new leases being signed for next fall, the City of Stillwater wants to remind renters and property owners of Westwood Neighborhood occupancy restrictions.The Westwood Neighborhood area has occupancy restrictions placed on individual houses— no more than three unrelated people in a house. According to Development Services Director Paula Dennison, the only exceptions to this limitation are for the properties listed as having received a Special Occupancy Permit.
For the purposes of this occupancy restriction, unrelated persons are “all persons other than members of the same family unit." Family unit means: “a group of two or more people who reside together and who are directly related by birth, marriage, adoption or other official action."
The following list identifies those Special Occupancy Permit holding properties and the total number of unrelated people that can occupy the specific house.

Failure to remove blue carts from street after trash collection may result in $35 fine
Beginning Monday, the City of Stillwater will begin to write citations to residents who fail to remove blue carts from street after trash collection.Sec. 41-643 of the City of Stillwater municipal code requires that the blue carts used for the collection of garbage be put out “not more than 12 hours prior to the day of collection and shall be moved off of the right-of-way before the end of the day of collection by city crews.”
“Unfortunately, not everyone is doing that,” said Public Safety Director Norman McNickle. “The carts being on both sides of the street cuts down on the travel portion of the roadway, and they create a traffic hazard.”
The Code Enforcement Division of the City of Stillwater Police Department will issue warnings on the carts for a couple of weeks before they begin issuing citations. The citations will be for $35.

Utility Line Protection Program Now Available To Residents
The City of Stillwater is introducing a new program available to homeowners, provided through the National League of Cities (NLC) Service Line Warranty Program administered by Service Line Warranties of America (SLWA). The Service Line Warranty program provides low cost, worry-free warranty protection for sewer service lines."Many citizens are unaware that they are responsible for the sewer service lines that go from their houses to the point of main line connection. If these service lines break or leak, repairs can be very expensive," said Anthony Daniel, Water Utilities director.

Stillwater Rural Fire Service contract for 2012 available
The Rural Fire Service Contract allows property owners to minimize the cost of rural fire service fees in the event of a fire response to property outside the corporate city limits. The response fee for fire service is set by City of Stillwater ordinance at $500 minimum and a maximum of $2,000 per incident for contracted properties. When the property is not covered under a Rural Fire Service Contract, a minimum charge of $500 applies and there is no limit on the maximum fire charges.Read more ... | Watch video ... | Download 2012 contract ...
