The Finance Department is responsible for the administration of all City financial services, including financial planning, budgeting, treasury management, investments, purchasing, accounting, payroll, licensing/permits, and utility customer service.

Utility Questions
- How do I start my utility service?
Applications for utility service are available at the Municipal Building, 723 S. Lewis, Stillwater, Oklahoma. A deposit of $0, $100 or $200 may be required for residential service. Deposits are based on credit scoring. The City of Stillwater offers same day service.
- How do I disconnect service?
You may disconnect your utility service by telephone (405-742-8258) or in person at 723 S. Lewis.
- What payment options are available?
Utility payments may be made in person, through the mail, bank draft, or by telephone if using a credit card. Payments may be made in person at 723 S. Lewis, between the hours of 8:00 a.m. and 5:00 p.m. Applications for direct withdraw may be obtained from the Utility Customer Service Office at 723 S. Lewis, at the Stillwater Power website or by calling 405-742-8258.
- How many days do I have to pay my utility bill?
To avoid late fees utility bills must be paid within 21 days from the issuance of the statement. The service is subject to disconnect after 30 days.
- What are the fees if my service is disconnected?
If your service is disconnected for non-payment, a service fee of $25.00 for the disconnect and $25.00 for the reconnect plus the entire amount of your utility bill will be due before service can be reinstated. An additional deposit may be required.
- What should I do if I think my utility bill is too high?
If you think your utility bill is too high, call a Customer Service Representative at 405-742-8258 to discuss your concerns. A comparison to past usage will be made and arrangements can be made to re-read the meter.
Accounts Payable Questions
- What information is required by the City to pay an invoice/statement?
An invoice must reflect what service/material was purchased, the date of the purchase, an itemized listing of the amounts charged for the service/material, and the City department and employee making the purchase. The invoice must not include sales tax. The City of Stillwater will not pay from statements.
- When are accounts payable checks issued?
Accounts payable checks are mailed every Thursday, excepting holidays.
- Where should I mail my invoice?
Your invoice should be mailed to Accounts Payable, City of Stillwater, P. O. Box 1449, Stillwater, OK 74076. The invoice must identify the City Department and/or employee that made the purchase.

- Where can I get information about current City bids?
Bid announcements are posted on the City’s webpage at stillwater.org and are published in the Stillwater NewsPress. Additional notice may be made in trade publications if appropriate. You may obtain information about current bids from the department advertising the bid or from the City Clerk’s office at 405-372-0025.
- How does a vendor get on the City’s bidders list?
You may request to be placed on the City’s bidders list by sending a written request to the City Clerk’s office, City of Stillwater, P. O. Box 1449, Stillwater, OK 74076 or by directly contacting a specific department.
- When are bids opened by the City?
Bids are opened by the City Clerk’s office at 3:00 p.m. on the Monday specified in the Notice to Bidders. On occasion bids may be scheduled to open on a day other than Monday.
- How can I get a bid tabulation of a bid?
A request for a bid tabulation of a specific bid may be made to the City Clerk’s office at 405-742-8243. Tabulations of bids can be mailed, faxed, or emailed upon request.

- What is the sales tax rate paid by citizens?
The total sales tax paid for sales within the City of Stillwater is 8.75%. Of this 8.75% total tax, the City receives 3.5%, Payne County receives 0.75%, and the State of Oklahoma receives 4.5%.
- When does the City adopt its annual budget?
The annual budgets for the City of Stillwater, the Stillwater Utilities Authority, and the Stillwater Public Golf Authority are adopted no later than seven days prior to the beginning of the new fiscal year which begins on July 1 of each year. Public hearings to receive input on the proposed budget are held each year prior to adoption.

License/Permits
- Do I need a garage sale permit?
No, the City of Stillwater does not require a permit for a residential garage sale. You may have up to three garage sales per year.
- Do I need a permit for door-to-door sales?
Yes, a permit is required for door-to-door canvassers/solicitors. An application may be obtained from the City Clerk’s office at 723 S. Lewis or online at stillwater.org. The fee for a Canvasser/Solicitor Permit is $75.00 per year. Copies of photo IDs will be required for each solicitor. Additional requirements include a $2,000 surety bond and a copy of an Oklahoma Sates Tax Permit. Call 405-742-8243 if you would like an application mailed to you.
- Do I need a permit for temporary sales?
Yes, a permit is required for temporary or itinerant merchant sales. An application may be obtained from the City Clerk’s office at 723 S. Lewis or at stillwater.org. The fee for an Itinerant Merchant Permit is $75.00 per year. Copies of an Oklahoma Sales Tax Permit, written permission from the location property owner, and a $2,000 surety bond will be required. - Do I need a permit to practice Massage Therapy?
Yes, a permit is required to practice Massage Therapy. An application may be obtained from the City Clerk’s office at 723 S. Lewis or at stillwater.org. The fee for a Massage Therapy License is $100.00 for the first year and $35.00 for annual renewal. Requirements can be found on the last page of the application available online.
