Development Services

We are a City of Stillwater department charged with the over-sight of development as defined by the City Code. Such over-sight includes but is not limited to subdivisions of land, land development projects, building construction, property maintenance, public improvement construction and inspections related to land development, zoning and current and long range plans.

Also, part of our department service to Stillwater is providing Geographical Information System (GIS) mapping service as well as City of Stillwater grants, research and applications.

  • Administration

    The Administration Division of the Development Services Department provides overall supervision and direction to the Department, which is comprised of Buildling Safety/Property Maintenance and Housing, Development Review, Geographical Information Systems, and Grants. The Administration Division also oversees the City's Development Services Center, a one-stop shop for the issuance of all development related permits.

  • Grants

    The Development Services Department administers a variety of grants to assist with community and economic development activities. Regular grants managed within this program are the COmmunity Development Block Grant Small Cities Set Aside created by the Oklahoma Department of Commerce (ODOC), Emergency Shelter Grants (ESG), United States Department of Agriculture (USDA) and Rural Business Enterprice Grnats (RBEG). Other grant opportunities through Oklahoma Department of Transportation (ODOT), Oklahoma Housing Financity Agency (OFHA), National Endownment for the Humanities (NEH), etc., are researched and evaulated through the Development Services Administration. These programs are administered by staff in the Development Services Administration Department.

  • Building Safety

    The Building Safety division performs commercial and residential building plan review, issues building permits and performs building, electrical, mechanical and plumbing and fire alarm and sprinkler inspections. Staff provides support to the Building Trades Board.

  • Property Maintenance & Housing

    The Property Maintenance and Housing division is responsible for the administration of the adopted property maintenance codes, monitoring the community for high grass and weeds, junk motor vehicles and dilapated buildings. This division responds to a variety of property maintenance, housing and zoning complaints.

  • Development Review

    The Development Review Division is responsible for long-range planning, research services, zoning/subdivision administration and the development review process by reviewing all proposed developments for compliance with Stillwater City Code relating to streets, driveways, sidewalks, drainage, water distribution and sewage collection. The division provides staff support to the Board of Adjustment and Planning Commission and reviews the health, safety and welfare impacts of each proposed development on the citizens of Stillwater by considering such items as increased flooding potential and adverse traffic impacts and review, issue and inspects earth change and drainage permits and right-of-way/curb cut/sidewalk permits. This is done through facilitating public participation in the planning and development review processes, through the implementation of appropriate development ordinances and policies providing and maintaining an appropriate level of quality review for new development and protecting the health, safety and welfare of the community.

  • Geographical Information Systems (GIS)

    The Geographical Information Systems (GIS) division is responsible for the daily and long-term maintenance and development of the City's GIS. Duties include: maintenance, training of personnel working in the system in individual departments, and developing and maintaining the base map and data base. Direction for the development of the system is given by the GIS Policy Committee, implementation of specific function is determined by the GIS Technical Committee.
