City Council

Roger L. McMillian, Mayor

Roger McMillian Roger L. McMillian was elected as Mayor in April 2006, term expires April 2009.

Mayor McMillian is a Stillwater native. He attended Stillwater High School and graduated from Oklahoma State University and the University of Tulsa College of Law.

Roger served as the city attorney for the City of Stillwater from 1973-1978. He went into private practice in 1978 and continued with his law practice until 2000, at which time he became president of the The Bank, N.A. Mayor McMillian has an extensive background in community service serving as past president of the Stillwater Industrial Foundation, Stillwater Frontier Rotary, First United Methodist Church Foundation, Stillwater Pioneer Athletic Hall of Fame, Oklahoma Association of Municipal Attorneys and the Payne County Bar Association. He is past chairman of the Stillwater Chamber of Commerce, and the First United Methodist Church Board of Trustees.

Mayor McMillian and his wife Martha, have two children, Michol Ecklund of Houston and Morgan McMillian of Austin as well as two wonderful grandchildren, Evan Marie and Elliott Leigh Ecklund.


 

Tom Dugger, Vice Mayor

 

Tom Dugger Tom Dugger was first elected to the City Council in April 2004 and re-elected in 2007, term expires April 2010.

 

Councilor Dugger has been a resident of Stillwater since 1979. He graduated from Oklahoma State University where he was inducted as a member of the honorary scholastic fraternity Phi Kappa Phi. He is a certified public accountant with over 30 years experience in audit, tax, and corporate accounting.

 

Tom serves on the OSU School of Accounting Advisory Board. He received the Oklahoma Society of CPA’s Public Service Award in 2002 and was honored as the United States Small Business Advocate of the year in 1995. Is a past president of the Stillwater Exchange Club, past treasurer and executive committee member of the Stillwater Chamber of Commerce, and serves as a member of the Meridian Career Tech Incubator advisory group. Councilor Dugger is a graduate of Leadership Stillwater and remains a member of its alumni group. Tom is a member of First Christian Church and he is an Eagle Scout.

 

Councilor Tom Dugger and his wife, Ann, have one son, Jim, who resides in Dallaswith his wife, Emily.

Tom Williams, City Councilor

 

Tom Williams Tom Williams was initially elected to the City Council in April 2004 and re-elected in 2007, term expires April 2010.

 

Councilor Williams is a native of St. Clears, Wales, Great Britain. He immigrated to the US in 1961 and became a citizen in 1968. He attended Stillwater High School and graduated from Oklahoma State University with a BA in Business Administration in 1972. Councilor Williams also served in the Army Reserves from 1970 to 1976 as a drill sergeant.

 

Tom is a graduate of Leadership Stillwater, Class 9. He has served as a past board member of Payne County Child Advocacy Center, past president and past Lieutenant Governor of the Evening Kiwanis Club, and is secretary of the Stillwater Public Education Foundation. He is a member of First Presbyterian Church where he is an elder and a deacon. Councilor Williams serves as chairman of the Downtown Stillwater Christmas Parade of Lights and he is an Eagle Scout.

 

Tom and his wife, Emily, have one son, Bryn.

Charles Hopkins, City Councilor

 

Charles Hopkins

Charles Hopkins was elected to the City Council in April 2008 , term expires April 2011.

Councilor Hopkins has lived in the Stillwater vicinity for 42 years, he graduated with a BS, MS and Ed degrees.

Charles and his wife, Teresa, have 1 daughter, 1 step daughter, 1 step son, 3 grandchildren and 4 step grandchildren.
