In the News: Stillwaggin' Dog Park to open later this month
By Ricky O'Bannon robannon@stwnewspress.comSTILLWATER, Okla. — Stillwater dog owners will have a new place to take their pets later this month when the Stillwaggin’ Dog Park opens.
The park is a joint venture by Oklahoma State University, OSU’s Student Government Association and Stillwater’s Rotary clubs and will be built on land donated by the city of Stillwater.

‘Stillwater Recycles’: City begins a pilot curbside recycling program

The City of Stillwater has invited about 3,000 homes to be part of pilot curbside recycling program to test the feasibility of a single-stream collection system for mixed recyclables. This will be integrated into the existing once-per-week trash pickup.The data and feedback gathered during the pilot program will be used to define the possible expansion of the program citywide.
While the City is not requiring participation in the curbside pilot program, the benefits of recycling will benefit the community as a whole. Waste Management Director David Higgins explained, “By recycling, we reduce the amount of waste that we pay to go into the landfill that benefits ratepayers.”

Stillwater Regional Airport Authority recognizes long-term board members
Three Stillwater Regional Airport Authority (SRAA) board members have been recognized for their continued service. Larry Hays, Chuck Fleischer and Jerry Franklin were awarded plaques for their continued service since 2006.
“They’ve been a tremendous asset to the SRAA, providing vision leadership and guidance,” said Gary Johnson, Stillwater Regional Airport director. “During their tenure, the members contributed to accomplish reconstructions of runaway 17-35, the construction of south parallel taxiway project, the implementation of a 20-year master plan, received Federal Aviation Administration Airport of the year, updated aviation fuel farm and established a long-term agreement with EagleMed Air Medical Service.

City of Stillwater Electric Utility Receives Operations and Reliability Award
Municipal Electric Systems of Oklahoma (MESO) announced that the City of Stillwater Electric Utility (SEU) was recognized for outstanding achievement in the association’s annual Electric Operations and Reliability Competition for 2011.
SEU was recognized for its outstanding distribution and transmission system performance, construction standards, excellent customer response and a very low margin of customer outages.
Stillwater had the second most reliable electric service delivered to customers in cities with a population above 10,000. The overall system availability was 99.99 percent, meaning on average, each customer was without electric service for less than 29 minutes during the entire calendar year of 2011. That is 29 minutes out of a total of 525,600 minutes in the year. Electric system reliability standards are based on the performance of the system during normal operating conditions and do not include outages during events that are beyond the control of the utility such as ice storms, tornados and major wind storms.

Boy Scout completes Eagle Scout service project for Stillwater Public Library
Members of Boy Scout Troop 828 assisted Matt Arrington with his Eagle Scout service project by planting shrubs around the Angie Debo statue at the Stillwater Public Library this past Saturday.“This was the final phase of a project that began more than four years ago,” said Library Director Lynda Reynolds. “We began planning for the Angie Debo statue in late 2007 with support from the Friends of the Stillwater Public Library and many generous donors who made contributions to the Stillwater Public Library Trust.” The statue was unveiled on Nov.18, 2010.

Clean up special: OSU Student Move Out to be held May 1 to June 25
As student move out of houses and apartment for the summer, the City of Stillwater is here to help.The OSU Student Move-Out will be held Tuesday, May 1 through Monday, June 25. Students with a valid OSU Student I.D. may drop off unwanted items at the City of Stillwater Convenience Collection Center, 807 S. Perkins Road.
The Convenience Collection Center will accept drop-offs (furniture, appliances, mattresses, computer, televisions, stereos) free of charge.
The City of Stillwater has also joined forces with OSU Greek Life to offer convenient furniture and mattress disposal for fraternities and sororities. Two roll-off containers provided for free drop-off will be located at 3rd Avenue and Jefferson Street and at 3rd Avenue and Lincoln Street for convenient disposal.
Fraternity and sorority members may place unwanted furniture items and mattresses in the containers from Monday, April 30 to Monday, May 14.

Occupancy restrictions in Westwood Neighborhood
With the end of the current OSU academic year and new leases being signed for next fall, the City of Stillwater wants to remind renters and property owners of Westwood Neighborhood occupancy restrictions.The Westwood Neighborhood area has occupancy restrictions placed on individual houses— no more than three unrelated people in a house. According to Development Services Director Paula Dennison, the only exceptions to this limitation are for the properties listed as having received a Special Occupancy Permit.
For the purposes of this occupancy restriction, unrelated persons are “all persons other than members of the same family unit." Family unit means: “a group of two or more people who reside together and who are directly related by birth, marriage, adoption or other official action."
The following list identifies those Special Occupancy Permit holding properties and the total number of unrelated people that can occupy the specific house.

Stillwater Arts Festival announces 2011 Best of Show and other winners
After careful consideration, the winners for the 35th Annual Stillwater Arts Festival were decided Saturday, April 21. More than 120 artists of various styles and disciplines had their art judged at this year’s festival, making this year’s award selection all the more challenging.Judges based their decisions on overall presentation and quality of work. While there was no shortage of homegrown Oklahomans among the winners, artists from as far as Miami, Florida to Springfield, Oregon, joined the winning ranks.

Failure to remove blue carts from street after trash collection may result in $35 fine
Beginning Monday, the City of Stillwater will begin to write citations to residents who fail to remove blue carts from street after trash collection.Sec. 41-643 of the City of Stillwater municipal code requires that the blue carts used for the collection of garbage be put out “not more than 12 hours prior to the day of collection and shall be moved off of the right-of-way before the end of the day of collection by city crews.”
“Unfortunately, not everyone is doing that,” said Public Safety Director Norman McNickle. “The carts being on both sides of the street cuts down on the travel portion of the roadway, and they create a traffic hazard.”
The Code Enforcement Division of the City of Stillwater Police Department will issue warnings on the carts for a couple of weeks before they begin issuing citations. The citations will be for $35.

Beginning this week: City of Stillwater's government access channel (Suddenlink 23) to be off-air until April 27
As the renovation in the Council Hearing Room in the Police and Municipal Building, 723 S. Lewis St., continues, the City of Stillwater's government access channel (Suddenlink 23) will be off-air April 18-27. The renovations include new broadcast equipment and other technical upgrades, which will improve the audio and visual presentations.Dedicated funds from the building bond are being used to pay for the renovations.
In the meantime, residents may visit the City's YouTube channel for videos and the City's web calendar for event dates, times and locations.

Bring your Household Hazardous Waste to the City's collection event May 5
The City of Stillwater Environmental Programs is conducting its Household Hazardous Waste Collection event on Saturday, May 5 from 8 a.m. to 1 p.m. The event will take place at the Convenience Collection Center, 807 S. Perkins Rd."Virtually any household pollutant will be collected. Bring pesticides, household cleaning products, oil, mixed fuels, fertilizer, antifreeze, automobile batteries, rechargeable batteries, and lots more," said Environmental Programs Manager Lou Ann Fisher.
Latex paint will not be collected during this event. Latex paint is not regulated as a hazardous waste in Oklahoma and can be properly disposed of by the owner by allowing the paint to dry and then throwing it out with the regular trash. loosened rust or other materials. City's Blue Trash Bags now available at OnCue Express
City of Stillwater's convenient pay-as-you-throw blue trash bags became even more convenient. You may now purchase the blue trash bags at any of Stillwater's OnCue Express. "Right now the only place you can buy our blue bags is at the City of Stillwater Convenience Collection Center, 807 S. Perkins Road," said City of Stillwater Waste Management Director David Higgins. "However, we aren't always opened, so it's great that OnCue Express has agreed to make the bags available whenever our customers need them." The pay-as-you-throw trash bags are available in packs of five for $7.50.

Water Utilities to 'exercise' water valves
To help maintain water lines, the City of Stillwater Water Utilities Department has begun the process of exercising water valves. City crews are using new machinery to open and close every valve in the city, which will loosen any corrosion or blockage.According to Water Utilities Distribution Supervisor John Newburn, "During this process, water customers may notice cloudy or discolored water at times because of the loosened rust or other materials. If this happens, you should run the faucet furthest from the water line in the house until the water runs clear."

Stillwater Rural Fire Service contract for 2012 available
The Rural Fire Service Contract allows property owners to minimize the cost of rural fire service fees in the event of a fire response to property outside the corporate city limits. The response fee for fire service is set by City of Stillwater ordinance at $500 minimum and a maximum of $2,000 per incident for contracted properties. When the property is not covered under a Rural Fire Service Contract, a minimum charge of $500 applies and there is no limit on the maximum fire charges.Read more ... | Watch video ... | Download 2012 contract ...
