‘One Book, One Community: Stillwater Salutes Will Rogers’ Exhibit Opening
“Will Rogers: A Life in Pictures” opens at Sheerar Museum of Stillwater History, 702 S. Duncan, on Sunday, March 4 at 2 p.m. The exhibit opening and reception are part of “One Book, One Community: Stillwater Salutes Will Rogers.” Collaborative partners include Sheerar Museum of Stillwater History, Will Rogers Memorial Museums, Stillwater Public Library and Oklahoma State University Library.Steve Gragert, director of the Will Rogers Memorial Museums in Claremore and Oologah, will speak at the opening. Gragert has served as editor of 18 volumes of the writings and letters of Will Rogers and as director of the Will Rogers Research Project at OSU. Gragert has also written articles, papers, encyclopedia entries, and book reviews focused on Rogers. He has appeared as an expert commentator on C-SPAN-2’s “The Writings of Will Rogers” and in an HGTV production about Rogers’ boyhood home near Oologah.

Notes from the City Manager: 'What the City can do and cannot do concerning your cable television service'
As longtime cable television customers know, things change. There was once a time, when city governments had a direct impact on your cable experience, but that day is long gone.
Today, instead, federal law allows city governments (like the City of Stillwater) to charge cable television companies (like Suddenlink) fees for "renting" space in public rights-of-way to lay cable or fiber. These fees are part of the negotiated franchise agreement between city governments and cable companies.
As a city government, we have very limited regulatory authority—which means we have a no say or influence when it comes to rates, billing, or channel selection. We are allowed to seek certain cable-related community benefits, such as quality customer service support, criteria for where and when to provide service and support for community television.
As of now, the City of Stillwater has one franchise with one cable television company (Suddenlink) operating within city limits. At the Feb. 6 Stillwater City Council meeting, council approved Ordinance 3157 to extend the Suddenlink contract until April 27 while we prepare to negotiate a new agreement that will best benefit the residents of Stillwater.

Follow us on Facebook and Twitter for updates from the City of Stillwater Emergency Management.Most Stillwater area residents have heating costs on their minds.Whether primarily heating their homes with gas or electricity, local families are always mindful of energy costs during the winter months. While the projected rise in heating costs this winter could be devastating for many wallets, increased use of alternative heating equipment – like pellet stoves, wood stoves and space heaters – could have an even more devastating effect on the already serious home heating fire problem.
As a leading cause of home fires, heating is a concern for every community every winter. This year, with the projected increase in use of alternative heating equipment, families need to be especially vigilant to use all heating appliances properly.

Watch video: Stillwater's Annual Trash-Off seeks volunteers for March 31 event
The City of Stillwater Environmental Programs is looking for volunteers for the Annual Trash-Off that will be held Saturday, March 31 from 9 a.m. to noon. Volunteers are need to clean up trash from areas all around town. Work gloves and safety vests will be provided.To RSVP, contact Environmental Programs at (405) 533-8482 by March 23. Be sure to include the number of people in your group. Individuals are also welcome. Volunteers will meet at the City of Stillwater Community Center, 315 W 8th Ave.

In the news: The Journal: Fire fighters support cancer research
By Michelle Charles, Journal Staff WriterStillwater fire fighters proved they were tough enough to wear pink last October when they adopted pink duty shirts in support of breast cancer awareness and the design was so popular they were able to raise almost $6,000 for breast cancer research by selling the shirts to the fire fighters, their families and friends and the general public.

'Microbiologist shares secrets of sunshine' at Stillwater Public Library Feb. 18; Born to do Science: Disgesting Sunshine with Dr. Rob Burnap
Saturday, Feb. 18, Monty Harper’s "Born to Do Science" presents "Digesting Sunshine" with scientist Dr. Rob Burnap. "Born to Do Science" is a monthly program that gives students a chance to meet and interact with real, working scientists. The series is hosted by Harper, a local children’s musician. Harper composes a fun new song about science for each program. This month’s program and song address photosynthesis.

Kick-off Event for ‘One Book, One Community: Stillwater Salutes Will Rogers’ March 1
On Thursday, March 1 at 6:30 p.m., Stillwater Public Library, Oklahoma State University Library, Sheerar Museum of Stillwater History, and Will Rogers Memorial Museums will host a kick-off event for “One Book, One Community: Stillwater Salutes Will Rogers”at the Stillwater Public Library.The kick-off will feature Dr. Doug Watson, portraying Will Rogers in “Will Rogers was Not Just a Cowboy.” Watson is emeritus professor of English at Oklahoma Baptist University and has performed historical characterizations across the United States since 1991. Versions of his Will Rogers characterization have been presented more than 700 times since 1997 and in hundreds of schools around and beyond Oklahoma for the Will Rogers Memorial Museums. Watson was inducted into the Oklahoma Higher Education Hall of Fame in 2010.

FEMA funding advances Babcock Basin Hazard Mitigation Project
The City of Stillwater announced that Federal Emergency Management Agency (FEMA) approved a grant application for phase I (the design phase) of the Babcock Basin Flood Hazard Mitigation Project. Babcock Basin is located in southwest Stillwater.The grant provides funding in the amount of $250,744 for development of an engineering stormwater system design. In order to meet the timeframe established by FEMA and to have the design portion of the project completed, Ellen W. Stevens, Ph.D., P.E., PLLC, has been contracted for engineering services.

Election dates set for Stillwater City Council
The Stillwater City Council passed the resolution calling for a primary and general election for "Councilor No. 5, Mayor," for a three year term. The filing period for those seats will run from Feb. 6 to Feb. 8. A primary election is scheduled for March 6 and the general election is set for April 3.Candidates file at the County Election Board located in the Payne County Administration Building at 6th Avenue and Duck Stret. Qualification for office: registered voter who has resided within Stillwater for at least six months preceding the filing and who are at least 21 years old. Municipal elections are nonpartisan.

Stillwater Rural Fire Service contract for 2012 available
The Rural Fire Service Contract allows property owners to minimize the cost of rural fire service fees in the event of a fire response to property outside the corporate city limits. The response fee for fire service is set by City of Stillwater ordinance at $500 minimum and a maximum of $2,000 per incident for contracted properties. When the property is not covered under a Rural Fire Service Contract, a minimum charge of $500 applies and there is no limit on the maximum fire charges.Read more ... | Watch video ... | Download 2012 contract ...
